In September 2002, the White House released a document called “The National Security Strategy of the United States of America”, in which it replaces the so called “doctrine of national security” for the “doctrine of the pre-emptive attack”. This law allows the Bush Government to preventively attack (in other words to start a war to avoid a war) to any nation on the planet which it considers suspicious of harboring terrorist ideas.  In other words, and because it possesses 52% of the world’s latest generation weapons, the White House globalized a law of the United States.
